Russian regulator approves lower hot-water standards in Yekaterinburg

Russia’s consumer protection regulator has approved temporary lower quality standards for hot water in Yekaterinburg and two neighboring cities, allowing higher levels of iron and water discoloration through Dec. 31, 2032. The decision followed more than a month of supply disruptions linked to the deteriorating condition of the local water infrastructure.

The permitted iron concentration has been raised by 40%, from 0.3 milligrams per liter to 0.42 milligrams per liter. The maximum color rating for hot water has increased by 50%, from 20 to 30 degrees. The changes are expected to affect the water’s appearance and consumer properties, including the possible appearance of discoloration and marks on plumbing fixtures and laundry.

The temporary standards were introduced after prolonged problems with water supplies in Yekaterinburg and nearby municipalities. Local authorities have described the condition of much of the city’s water infrastructure as critical. The reported wear of water pipelines and distribution networks ranges from 70% to 100% in some sections.

#### Network replacement needs

Yekaterinburg’s municipal water utility operates about 73% of the city’s water network. Of the 2,056.5 kilometers of networks under the control of the municipal enterprise, 1,281.2 kilometers, or about 62%, require replacement.

The city’s own public utilities development program acknowledges that the physical deterioration of pipelines prevents the system from operating without repeated failures. Instead of maintaining the previous quality requirements while completing a full replacement program, the authorities have adopted temporary standards that correspond to the current technical condition of the network.

The approval makes Yekaterinburg the first Russian city with a population of more than 1 million where authorities have formally permitted a reduction in hot-water quality standards, according to the supplied reporting. The measure is scheduled to remain in force for more than six years.

The financial requirements for restoring the Yekaterinburg municipal water utility have been estimated at 710 billion rubles. Funding at that level would require a substantial increase in household tariffs, according to the source material. At the same time, the planned investment allocation for the city’s water-supply system through 2045 has been reduced by about one-third.

An updated municipal program provides for 358 billion rubles in investment, compared with 521 billion rubles in the earlier plan. The reduction leaves a gap between the stated scale of replacement needs and the funding currently included in the long-term program.

The decision also avoids an immediate increase in regulated household payments, while allowing the quality requirements for one of the basic municipal services to be lowered.
